With reference to:
- The decision made and dated by the late Grand Master Le Sang to establish the Overseas Masters Management Council on the 31st July 2010
- The Constitution of the Overseas Masters Management Council
- The needs for the growth and development of Vovinam Viet Vo Dao and the advancement of its key personnel from overseas,
We would like to announce our decisions as follows:
The Vovinam Việt Võ Đạo Overseas Masters Management Council would like to announce our decisions as follows:
Article 1. Having reviewed Master Diệp Khôi’s performance and achievements to date that included:
• Making great contributions to both the building and development, as well as promoting Vovinam over the past five decades in Vietnam and overseas (Refer to the attached Master Diệp Khôi’s profile)
• Continuing his leadership role that is vital to the Vovinam Việt Võ Đạo’s organisation overseas
• Ongoing research to advance Vovinam techniques and improve training methods
• Fulfilled his duties as a senior Vovinam Master (Red belt, Level 3) over the past 10 years
Therefore, with due respect we hereby promote:
Master Khoi Diep to the Red Belt Level 4 (International 8th Dan)
Article 2. This decision is effective on the 1st of May of the year 2019
Article 3. This decision is to be notified to the Masters Council of Trustees of Vovinam Viet Vo Dao (Vietnam) and all Vovinam organisations and chapters to acknowledge and execute.

MASTER KHOI DIEP’S PROFILE
· Master Khoi Diep began his Vovinam Viet Vo Dao journey in 1968. After a period of training he became one of the many students who were taught in person by the late Grand Master Le Sang at the Vovinam Training Centre in Saigon. Throughout the mid 1970s, he was one of the Assistant Masters to the Late Grand Master at the Vovinam Training Centre.
· He came to Australia as “Boat People” at the start of the 1980s. Despite the early years of difficulty in making end meets and to settling into a new country, he opened the first Vovinam Training Centre in the suburb of Reservoir, Victoria, Australia. Since then through his leadership, many more training centres were developed and established. At the present day, there are 10 Vovinam training centres in the State of Victoria, Australia, who actively teaching Vovinam. They are Vovinam Training Centre, Quang Minh, Springvale, Kensington, St Martin De Porres, Richmond, Hoppers Crossing, Lalor, Preston and Holly Child Dallas. Also under his leadership, there are also two training centres namely the Brisbane Centre and the Phat Da Centre in the State of Queensland, Australia.
· Throughout the years of his leadership and service to Vovinam Viet Vo Dao, he has experienced countless difficulties and challenges, however, by looking back to the path that he has travelled for his 51 years under journey in the Vovinam uniform, including the 37 years of building and developing Vovinam Martial Arts in Australia; the number of disciples that he has produced is in thousands. Among the many generations of disciples, there are still people today in the Master and Instructor roles who continue to work on the development and growth of Vovinam Martial Arts in Australia. It is estimated that there is about 1000 disciples who currently active in training of Vovinam Martial Arts at all the aforementioned centres.
· For nearly four decades in Australia, Master Khoi Diep has always promoted Vovinam Viet Vo Dao to the wider audience by taking part in all multicultural events in Australia as well as making contribution to both Vietnamese festive activities and traditional events held by the local Vietnamese - Australian Community.
· He was promoted to the rank of Red Belt Level 3 by the late Grand Master in 2009
· In 2010 when the late Grand Master Le Sang established the Overseas Masters Management Council, Master Khoi Diep and four other Masters were entrusted with the task to manage and develop this organisation. Master Khoi Diep held the role of Presidency for the first two terms.
· In his current position of the Council as the Coordinator for Research and Examination, he has organised many training seminars of high standard in many countries worldwide. He has assessed and promoted many Red belt and Yellow belt candidates who are worthy of their ability and talents for the development of Vovinam Viet Vo Dao from overseas.
The Overseas Masters Management Council is committed to the advancement of Vovinam Viet Vo Dao by:
• Facilitating the communication and networking of Vovinam disciples worldwide
• Providing opportunities and fairness to all Vovinam disciples in their training and advancement
• Promoting Vovinam Viet Vo Dao into the Worldwide Community
• Continue to improve our capabilities in response positively to the development demands and needs of local regions and countries.
Dear our respected elders, ladies and gentlemen, masters, coaches and friends,
Today is a happy day for all of us despite the differences we have come together in a reunion to share our fellowship in Vovinam, to participate in high-level belt exam, to study from one another, to share our feelings and in a spirit of openness and mutual respect. Ladies and gentlemen, this overseas masters council network is a garden, open to welcome all Vovinam disciples irrespective of viewpoints . We are all disciples of Vovinam Việt Võ Đạo which was started by our Founder Master Nguyễn Lộc, cultivated by Grand master Lê Sáng and other venerable masters. Solidarity does not mean to we think and say similar things but solidarity really means we recognize and listen to different opinions. It's time we need take advantage of the common synergy and together developing a strong discipline, so the immense sacrifice of the Founder Master and other venerable deceased masters will not be in vain.
The Overseas Masters Management Council is dedicated to the following missions:
o Continue to preserve the core values that symbolise Vovinam Viet Vo Dao
o Continue to build and develop the arts based on the principles of interdependency, unity and to provide positive opportunities and fairness for all disciples so that they would achieve their full potential
o To consolidate and strengthening the Vovinam Viet Vo Dao structure and to integrate into the community of World Martial Arts
o To update and enhance Vovinam martial arts techniques based on martial arts principles and scientific foundation
o To improve our training programs by using a practical approach and make ease of the learning process
o To enhance and transcend the core values of Viet Vo Dao (the Way of Vietnamese Martial Arts) to Nhan Vo Dao, the ideal core values of humanity

Subject: 3rd General Assembly of Masters Council of Vovinam Overseas Network
Dear Senior Masters and all Masters, Instructors, and fellow Vovinam disciples overseas,
In the spirit of solidarity and in the effort of building a strong mutual assistance networks of Vovinam Việt Võ Đạo around the world, the 3rd General Assembly of the Council of Masters Overseas will be held in Melbourne, Victoria, Australia on 13-16 August, 2015. The Australian Technical Union have been preparing to host and is excited in welcome you and all fellow Vovinam disciples from all over the world to congregate in Melbourne for attending the 3rd General Assembly.
The General Assembly will include the following activities:
+ Commemoration of the Grandmaster and other deceased senior masters
+ Belt exam and grading for intermediate and high level (yellow and red belts)
+ Organization building tasks
- Assessment of past activities and determining strategic future direction
- Election of the Executive Committee members
- Presenting revised organization structure and bylaws
- Discussing specific plans of action
+ Special training sessions and workshops
- Technical review and technique training
- Applications of Vovinam teaching (võ đạo) in real life
+ Discussion
- Presentation on useful and pertinent topics
- Exchange and sharing of experience in managing Vovinam schools

In addition, after the General Assembly, the organizing committee will lead a sight seeing tour going through Melbourne, Sydney, and Brisbane especially for visiting guests.

In the spirit of unity and mutual assistance, we are pleased to announce that the second assembly of the Council of Overseas Masters will be held in Orlando city, Florida state (United States), a famous tourist center of the world, on August 21-23, 2013.
The Executive Committee of the Council of Overseas Masters has commissioned Master Lương Thuận Vui and Master Vũ Đức Thọ as the organizers coordinating this second assembly.
The conference program (attached) will include the following activities: 3rd anniversary ceremony of the late Grand Master, techncial (belt) examination, workshops, training sessions, sight-seeing excursions, etc.

BELT EXAMINATION ANNOUNCEMENT

• Based on needs for organizational growth and advancement of core personnel to meet rising demand of Vovinam in overseas regions,
The Executive Management Council is pleased to announce:
Article 1. During the 2nd General Assembly event, an technical examimination will be held to evaluate candidates of Red Belt (Hồng Đai) and Yellow Belt (Hoàng Đai) levels.
Article 2. Belt Exam dates: from 13 to 16 of August, 2015
Article 3. At location of General Assembly: Melbourne, Victoria, Australia
Article 4. Qualified candidates can register to attend the General Assembly and belt examination starting from the date of this notice until 30 June, 2015. All submitted applications will be reviewed and responded within 30 days of receipt.
